Problem Analysis:
- Spirit of volunteerism is not so strong in the country. The People of Afghanistan suffered a lot during two decades of war and disaster and it has had a negative effect on the socio-economic status of the population.
- Limited understanding of most of the volunteers and staff of the AFGA constitution, vision, mission and IPPF standards.
- Most of the volunteers are not clear about their role in the Association.
- Limited national expertise on health management and organization development.
- Urgent need for organization strengthening as Afghanistan just has recovered from the long lasting disaster and war.
- Low level of understanding on governance and leadership issues amongst the general population.
- Difficulties in access to updated resource materials on organization development and strengthening the management system.
- Lack of credible institutions offering master degrees on public health and organization management issues.
Strategic Direction:
- AFGA intends to be a center of best practices on organizational management strengthening, capacity building, leadership and governance and to disseminate and replicate these practices to organizations in Afghanistan and to other IPPF member Associations in South Asia Region.
AFGA Goal:
- Develop and maintain proper management systems within AFGA by providing good leadership and strong governance mechanism that will enable AFGA to accomplish its objectives and become a Center of Excellence on OD.
AFGA Objectives:
- To strengthen organizational management system.
- To increase capacity building of AFGA staff and volunteers.
- To improve leadership and governance understanding; and practice among AFGA staff and volunteers.
Activities:
Activities for Objective 1:
- Develop and follow progressive HR policies and procedures including proper organogram and valid job description.
- Attract and retain experienced and qualified staff through developing competitive salary structure, staff benefits based on systematic Performance appraisal process.
- Develop and Maintain proper Human Resource Management Information system to trace the staff career development plan and achievements.
- Establish and follow sound financial management system including double entry book-keeping to enhance internal control and accountability.
- Develop and follow effective Monitoring and Evaluation including regular progress review in compliance with IPPF standards and provide constructive feedback for improvement.
Activities for Objective 2:
- Organize and conduct orientation training and workshop for AFGA volunteer on AFGA constitution and their role and responsibilities.
- Facilitate active involvement of AFGA volunteers and staff in the planning, implementation and evaluation of the programs.
- Publish and distribute awareness raising materials on reproductive health issues to staff and volunteers.
- Upgrade the existing resource centre in AFGA
- Provide internet and email facility for AFGA program staff. (Information Communication Technology).
- Introduce AFGA program staff and volunteers to Regional and international events organized by IPPF and other related organization.
- Facilitate exposure of AFGA staff and volunteer through study tours to MAs with socio-cultural similarity in neighbouring countries.
- Develop and follow Career development plan for AFGA program staff including Master degree courses in the related field.
- Organize experience sharing event at national and regional level.
Activities for Objective 3:
- Organize executive committee and General Assembly meetings in compliance to AFGA constitution.
- Introduce AFGA executive committee members to study tours and information sharing events on leadership issues.
- Introduce regular management review system through involvement of executive committee members.
- Enhance internal control and democratic decision making process through effective working of senior management team.
Outcomes:
- Improved human resource development policies and procedures.
- Improved financial, administrative, communication, documentation and monitoring and evaluation system in AFGA.
- Increased capacity of AFGA staff and volunteers.
- Improved leadership and governance in AFGA.
